Major Duties:

Serves as a Subject Matter Expert on strategic Cl analysis matters. Maintains current knowledge of all-source strategic threat analysis and critical and emerging threats in order to provide strategic analytical support to CIFA and DoD Cl (Campaign and Castle support to the COCOM OPLANS/OPORDs) and directed law enforcement analysis. Incumbent possesses expert level knowledge and understanding of Cl analysis policies, procedures, and techniques. Extensive knowledge of the capabilities, missions and functions of the various CI organizations within DoD and the federal government. In-depth research, analytical, writing and briefing experience required with increasing levels of demonstrated depth. Flexible and original approach to Cl planning support to Combatant Commands and related issues, incorporating imaginative yet source-based data assessment capability. Incumbent coordinates extensively with other CIFA offices and directorates, and external agencies on joint or shared programs. Comprehensive knowledge of the operation of the organization, and its relation to national intelligence activity; an understanding of the functions and operations of other intelligence organizations, familiarity with related non-inteliigence activities; broad knowledge of the influence of their specialized field upon foreign areas and peoples in order to adduce probable courses of development and actions; knowledge of the interplay of geographical, political, military, economic, and industrial factors in various regions of the world; and the ability to present and argue a position effectively. Provides input to performance measures and budget submissions for special programs initiated by the Plans Section, as well as determining requirements for additional contract support and developing Performance Work Statements and Statements of Work as required. Incumbent will have effective skills in dealing with others on controversial and sensitive matters; proficiency in conducting briefings and developing position papers.

Qualifications:

Applicants must possess 52 weeks of specialized experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, SPECIALIZED EXPERIENCE must have been equivalent to at least the next lower pay band (Yx-02), GS level or other pay system. Possess knowledge of counterintelligence and intelligence principles, concepts, and methodology gained through job experience or relevant education background.

Possess a broad background and comprehensive experience in intelligence techniques and operations and the ability to apply this knowledge to problems having different collection or distribution apsects.

Ability to develop, lead, assess, and evaluate key counterintelligence and faw enforcement production initiatives that incorporate leading edge research, analysis, and operational planning.

Ability to represent CIFA in senior level forums to accomplish the formulation of analysis and production policy and customer support policies and plans.

Possess a mastery of a wide range of counterintelligence analytic and operational activities and tasks that typically extend and apply to an entire production organization or major components of an organization.

The incumbent serves as a Branch Chief/Senior Program Manager representing defense counterintelligence interest across the Department of Defense (DoD) Counterintelligence (CI) community; leads and represents the defense counterintelligence interests and develops/staffs/implements policy and procedural changes affecting broad DoD and national security interests; has responsibility for contributing to the defense and national policy development, as well as defense CI strategy development and execution; determines and recommends positions to be taken on a myriad of programs, policies and issues across the DoD; interprets national level, DoD and service policies, programs and doctrine and institutes appropriate procedures for implementation; establishes or implements strategies aimed and identifying and mitigating threats and which support global DoD activities; exercises oversight and direction to a technical staff charged with assessing and recommending priorities for assigned counterintelligence programs and projects and in the determination of associated policy, mission requirements; provides subject matter expertise, participates and leads in DoD and Intelligence Community CI forums; exchanges ideas and information; participates in CI policy meetings and working groups, provides advice, makes recommendations and promotes the resolution of a myriad of CI issues; executes supervisory, administrative and personnel management responsibilities related to mission accomplishment; planning, scheduling and directing work; interviewing candidates during recruitment and hiring process; developing performance standards; recommending incentive awards and promotions; providing and/or arranging development training; and effecting disciplinary actions.

Ability to supervise a staff of Intelligence Specialists engaged in two-grade interval work.

The United States Intelligence Community (IC) is a cooperative federation of 16 separate United States government agencies that work together to conduct intelligence activities considered necessary for the conduct of foreign relations and the protection of the national security of the United States. Member organizations of the IC include intelligence agencies, military intelligence, and civilian intelligence and analysis offices within Cabinet departments. The IC is led by the Director of National Intelligence (DNI).

Among their varied responsibilities, the members of the Community collect and produce foreign and domestic intelligence, contribute to military planning, and perform espionage. The IC was established by Executive Order 12333, signed on 4 December 1981 by President Ronald Reagan.

Purpose

Executive Order 12333 charged the IC with six primary objectives:
- Collection of information needed by the President, the National Security Council, the Secretary of State, the Secretary of Defense, and other executive branch officials for the performance of their duties and responsibilities;
- Production and dissemination of intelligence;
- Collection of information concerning, and the conduct of activities to protect against, intelligence activities directed against the U.S., international terrorist and/or narcotics activities, and other hostile activities directed against the U.S. by foreign powers, organizations, persons and their agents;
- Special activities (defined as activities conducted in support of U.S. foreign policy objectives abroad which are planned and executed so that the "role of the United States Government is not apparent or acknowledged publicly," and functions in support of such activities, but which are not intended to influence United States political processes, public opinion, policies, or media and do not include diplomatic activities or the collection and production of intelligence or related support functions);
- Administrative and support activities within the U.S. and abroad necessary for the performance of authorized activities; and
- Such other intelligence activities as the President may direct from time to time.

* The National Intelligence Program (NIP), formerly known as the National Foreign Intelligence Program as defined by the National Security Act of 1947 (as amended), "refers to all programs, projects, and activities of the intelligence community, as well as any other programs of the intelligence community designated jointly by the Director of National Intelligence (DNI) and the head of a United States department or agency or by the President. Such term does not include programs, projects, or activities of the military departments to acquire intelligence solely for the planning and conduct of tactical military operations by United States Armed Forces." Under the law, the DNI is responsible for directing and overseeing the NIP, though his ability to do so is limited (see the Organization structure and leadership section).
* The Military Intelligence Program (MIP) refers to the programs, projects, or activities of the military departments to acquire intelligence solely for the planning and conduct of tactical military operations by United States Armed Forces. The MIP is directed and controlled by the Secretary of Defense. In 2005, the Department of Defense combined the Joint Military Intelligence Program and the Tactical Intelligence and Related Activities program to form the MIP.
Since the definitions of the NIP and MIP overlap when they address military intelligence, assignment of Department of Defense intelligence activities to the NIP and MIP sometimes proves problematic.

Budget
The U.S. intelligence budget in 2007 was $43.5 billion, according to the first official disclosure under a new law implementing recommendations of the 9/11 Commission.
In a statement on the release of new declassified figures, DNI Mike McConnell said there would be no additional disclosures of [[Classified information in the United States|classified budget information] beyond the overall spending figure because "such disclosures could harm national security." How the money is divided among the 16 intelligence agencies and what it is spent on is classified. It includes salaries for about 100,000 people, multi-billion dollar satellite programs, aircraft, weapons, electronic sensors, intelligence analysis, spies, computers, and software.
About 70 percent of the intelligence budget goes to contractors for the procurement of technology and services (including analysis), according to a May 2007 chart from the Office of the DNI. Intelligence spending has increased by a third over ten years ago, in inflation-adjusted dollars, according to the Center for Strategic and Budgetary Assessments.
