What's the US Department of Homeland Security (DHS)?
Strategic Plan — Securing Our Homeland

The National Strategy for Homeland Security and the Homeland Security Act of 2002 served to mobilize and organize our nation to secure the homeland from terrorist attacks. This exceedingly complex mission requires a focused effort from our entire society if we are to be successful. To this end, one primary reason for the establishment of the Department of Homeland Security was to provide the unifying core for the vast national network of organizations and institutions involved in efforts to secure our nation. In order to better do this and to provide guidance to the 180,000 DHS men and women who work every day on this important task, the Department developed its own high-level strategic plan. The vision and mission statements, strategic goals and objectives provide the framework guiding the actions that make up the daily operations of the department.

- We will lead the unified national effort to secure America. We will prevent and deter terrorist attacks and protect against and respond to threats and hazards to the nation. We will ensure safe and secure borders, welcome lawful immigrants and visitors, and promote the free-flow of commerce.

* Response — Lead, manage and coordinate the national response to acts of terrorism, natural disasters, or other emergencies.
* Recovery — Lead national, state, local and private sector efforts to restore services and rebuild communities after acts of terrorism, natural disasters, or other emergencies.
* Service — Serve the public effectively by facilitating lawful trade, travel and immigration.

Primary Purpose: To serve as a security specialist and law enforcement officer responsible for performing a variety of duties associated with various aspects of DHS personnel, physical, operational, industrial, communications, and informational systems security programs.

Major Duties:

Organization: This position is located in the Office of the Chief Security Officer, Physical Security Division in Washington, DC.

Primary Purpose: To serve as a security specialist and law enforcement officer responsible for performing a variety of duties associated with various aspects of DHS personnel, physical, operational, industrial, communications, and informational systems security programs.

Specific Duties:
To develop, implement, and oversee policies and procedures for the management and administration of DHS security programs, including programs associated with the release of classified information to US Government, State and local officials.
Leads and participates in work groups to formulate uniform policies, standards, operating procedures, and plans for the protection of classified and sensitive but unclassified information.
Conducts preliminary inquiries of actual or suspected compromise of classified and sensitive but unclassified information.
Evaluates Contract Security Classification Specifications (DD Form 254), statements of work, solicitations for offers and other contract related documents to ensure that appropriate security considerations are incorporated.
Serves as a COTR in the development and evaluation of guard force contracts.
Conducts security surveys, inspections, and compliance reviews in accordance with applicable laws, regulations, Presidential Directives, Executive Orders, interagency directives, and DHS and bureau policies.
Assures uniform and consistent interpretation of security policies, standards, and procedures among DHS bureaus and reporting agencies.
Leads special studies of DHS security programs and operations to evaluate and analyze impact, value, and practicality; and issues reports to senior officials.
Attends seminars, conferences, and training courses; and keeps abreast of changes and advances in the areas of national security, critical infrastructure protection, interagency security, industrial security, contract security programs, systems security, and personnel security.
Investigates the theft of DHS property and threats to DHS facilities; and makes arrests for crimes that occur at DHS facilities.
Investigates all allegations of misconduct of guard force personnel.
Responds to critical security incidents at DHS facilities in order to protect the lives and property of employees.
Secures evidence and completes investigative reports; and coordinates emergency response with other law enforcement entities, fire departments, WMD experts, and explosive ordinance experts.
Serves as a liaison among DHS and other federal agencies, state and local governments, and the private sector in security compliance/enforcement matters relative to the protection of DHS personnel and assets.

Qualifications:

Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. For this position, specialized experience is experience performing investigations related to the theft of federal property, threats to federal facilities, and employee misconduct.

Special Requirements:

You must be a U.S. citizen to qualify for this position.

Time-In-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Background Investigation: This position is a Special-sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a TOP Secret/SCI clearance as a condition of placement/retention in the position.

The incumbent serves as a law enforcement officer in accordance with 40 U.S.C 1315

Physical Demands: The work requires defending oneself and others against physical attacks. The incumbent is considered to be in an on-call status and should be prepared to work unpredictable and long hours on short notice.

Premium Pay for Administratively Uncontrollable Overtime (AUO) MAY be authorized up to 25%.

FIREARMS. Selectee must qualify in the use of firearms and may be required to carry and use firearms in the performance of the duties of this position.

LAUTENBERG AMENDMENT. This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(9)). A “misdemeanor crime of domestic violence” is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim’s current or former domestic partner, parent, or guardian. The term “convicted” as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expunging or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statutes are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).

Major Duties:

You will provide assistance to the Office of the Assistant Commissioner and staff members by planning, directing, and coordinating congressional liaison activities. You will develop and maintain a continuing awareness of the philosophies, mission, special interests and areas of concern for the Office of Congressional Affairs/Relations. You will also serve as a link between the agency and Congress. You will insure that close and harmonious relationships are established for an effective interchange of information between Congress and the agency. You will maintain a comprehensive knowledge of all agency programs and activities. You will develop and maintain effective working relationships with other key program officials to remain thoroughly conversant with operational needs of the programs. You will also maintain awareness of potential problems of a politically sensitive nature, areas of special or urgent congressional interest, and any developments of unusual magnitude. Additionally, you will conduct special briefings for Congressional leaders, Congressional Committees and their staffs and individual Congressmen concerning matters, as necessary, in order to promote favorable consideration of legislative needs including oral briefings, statistical and narrative information, specific response to inquiries, and reports based on studies and various guidelines.

Qualifications:

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-13 grade level. Examples include conducting special briefings for Members of Congress, Congressional Committees and their staffs; preparing or coordinating the preparation of reports, statistical back up and other information for submission to Congress; ensuring that Members of Congress and their staffs are provided with clear and concise analysis and interpretation of new and revised programs administered by the agency/DHS; and planning, directing and coordinating congressional liaison activities.

U.S. Citizenship: Candidates must be United States citizens and present proof of citizenship, if selected.

Residency: There is a residency requirement for all applicants not currently employed by CBP. During the three years prior to applying for this position, you must have: physically resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations); worked for the U.S. Government as an employee overseas in a Federal or military capacity; and/or been a dependent of a U.S. Federal or military employee serving overseas.

How To Apply:

You must complete an application package that includes an assessment questionnaire, resume, and any applicable supporting documentation.
You will be required to complete the assessment questionnaire and upload your documentation in the newly created Application Manager. Initially, the Application Manager requires you to create an account. Once your account is created, Application Manager provides a site where you can track the status of jobs you have applied to at Customs and Border Protection; uploaded documentation; view/print copies of notification letters; or print a copy of your questionnaire.
Application Manager has a navigation box that appears on the left side of the screen whenever you are working on an Application Package.
